SUBJECT: FY2006 Salary Budget Guidelines



DESCRIPTION:



The Administration wishes to move back to a "modified normal budget schedule," by moving the salary decisions back to Spring, thereby making it possible for the salary and wage recommendations to be approved at the May 2005 Board meeting and go into effect on July 1, 2005.



The Administration developed guidelines for the FY 2006 budget process in consultation with the Regent's Budget and Finance Committee whose last meeting was January 6. The proposed Budget Planning Calendar is attached along with the proposed FY 06 Salary Pool and the proposed FY 06 Performance Pay Proposal. The Budget and Finance Committee approved these items at its January 6, 2005 meeting.



FINANCIAL IMPLICATIONS:



The proposed salary pool for FY 06 is 4% for a total amount required of $1,682,400. Current projections indicate there will be sufficient new monies available from tuition, sales tax collections, and state operating grant increases to adequately fund the proposed 4% salary pool.



RECOMMENDATION:



Based upon the approval of the Budget and Finance Committee, President Farley recommends the Board of Regents approve a 4% salary pool for FY 06 and the FY 06 Performance Pay Proposal.
