SUBJECT: Policy for Naming Facilities



BACKGROUND:



Fundraising is critical to many major capital improvement projects. Donor recognition is equally critical to fundraising success. Both timing and confidentiality can be critical elements of the donor relationship. As provided for by the Memorandum of Understanding between Washburn University and the Washburn Endowment Association, management of the donor interface is the responsibility of Washburn Endowment Association in collaboration with the President and others within the University. Success in fundraising for capital projects essential to the University is predicted on the effective working relationship between the donor, WEA and the University.

Washburn University manages the development of major capital improvement projects through the Building Project Management Process (WU Board of Regents 2/00 - attached). Set forth within that policy is a fundraising feasibility study which will be accomplished by Washburn Endowment Association.



The President of Washburn University recommends naming opportunities to the Board of Regents consistent with the financing and fundraising plan. In that fundraising plan, the Board has the option of agreeing to allow spaces designated in the plan to be named as part of their approval.



The attached policy clarifies section 3.2.1 of Building Project Management Process.



RECOMMENDATION:



President Farley recommends the Board of Regents approve the attached "Naming Policy - Buildings, Capital Construction/Renovation."

Naming Policy

Buildings, Capital Construction/Renovation



Policy: The Board of Regents will approve the naming of capital facilities. The Board of Regents delegates to the President the authority to name all interior spaces that are part of buildings.


Procedure:

1. This policy defines how capital facilities and interior spaces of such facilities shall be named.

2. Capital facilities shall include:

a. Buildings

b. Athletic facilities including playing fields

3. Capital facilities may only be named for persons and entities of good moral reputation in recognition of:

a. Outstanding service to the University and or the community at large; or,

b. Financial contributions to the capital construction/renovation project being named.

4. The Board, upon the recommendation from the President, shall name the capital facility.

5. For each capital facility being constructed or renovated, the Board shall receive a financing plan (which shall include as appropriate a fundraising plan.) The fundraising plan shall include a proposal for naming portions of the facility and upon approval of the financing plan, the board delegates the approval of those names to the President.

6. For all existing classrooms, laboratories, seminar/conference rooms or other public interior space, the Board delegates approval of naming to the President.

7. Display of the name on or in the facility shall conform to the architectural standards established on campus and consistent across campus.
