SUBJECT: Voluntary Phased Retirement: Dr. Janice Barton

DESCRIPTION:

At its November 8, 2000 meeting, the Board of Regents approved the renewal of the voluntary phased retirement plan or originally approved on February 18, 1998. Under this plan, employees meeting applicable criteria could apply for, and receive if deemed in the best interests of the University, voluntary phased retirement from the University. Under the program approved, the successful applicant would receive a reduced workload for the term of the agreement, but continue receiving employee benefits as though she or he were a full-time employee of the University. The program at Washburn University is similar to that of the state educational institutions.

Dr. Janice Barton, a Professor in the Department of Chemistry and Chair of the Department, has requested a phased retirement program for the academic years 2005-06, 2006-07, and 2007-08, effective August 1, 2005. Dr. Barton's appointment will at 50% annually.

Phased retirement will offer several benefits to the institution. First, it will allow for a smooth transition of leadership in the Department of Chemistry, since Dr. Barton will be available to mentor her successor. Second, a phased retirement will preserve the benefit of Dr. Barton's great expertise and experience in Biochemistry and allow more students to take courses in her specialty. Third, as the university moves in the direction of an increasing amount of faculty-student collaborative research, Dr. Barton's presence will allow her department's majors to continue to work in Biochemistry. Fourth, it will allow Dr. Barton to continue to participate in the planning committee for new science facilities, where she has been an important participant. Finally, the institution will gain salary savings, as outlined below.

FINANCIAL IMPLICATIONS:

The cost of hiring additional teachers to replace lost instruction will be covered by salary savings from Dr. Barton's phased retirement. The savings of the three-year phased retirement will be approximately $108,078.

RECOMMENDATION:

President Farley recommends that the Board of Regents approve this voluntary phased retirement request.
