SUBJECT: Voluntary Phased Retirement: Dr. Mary McCoy


At its November 8, 2000 meeting, the Board of Regents approved the renewal of the voluntary phased retirement plan originally approved on February 18, 1998. Under this plan, employees meeting applicable criteria could apply for, and receive if deemed in the best interests of the University, voluntary phased retirement from the University. Under the program approved, the successful applicant would receive a reduced workload for the term of the agreement, but continue receiving employee benefits as though she or he were a full-time employee of the University. The program at Washburn University is similar to that of the state educational institutions.

Dr. Mary McCoy, a Professor in the Department of Biology, has requested a phased retirement program for the academic years 2005-06, 2006-07, and 2007-08, effective August 1, 2005. Dr. McCoy's appointment will be at 50% for each of those years.

Phased retirement will offer several benefits to the institution. First, it will permit Dr. McCoy to continue teaching in her highly successful and popular specialty of Entomology, which will allow several more generations of students to benefit from her expertise. Second, it will allow her to continue her outreach program to area schools, where her traveling "Bug Zoo" has been an effective way to involve young students in science. Third, it will ease the burden in the Department of Biology of transitioning to several new faculty members in a very short period of time. This program will spread that transition over additional years. Finally, there will be fiscal benefits to the university, as outlined below.


The cost of hiring additional teachers to replace lost instruction will be covered by salary savings from Dr. McCoy phased retirement. The savings of the three-year phased retirement will be approximately $88,470.


President Farley recommends that the Board of Regents approve this voluntary phased retirement request.
