Agenda Item No. V. B. 3.
Washburn University Board of Regents
SUBJECT: SIGNAGE for MOORE BOWL Stadium Renovation (Design/Build Contract)
DESCRIPTION: This contract entails the design and construction of all signage for the Moore Bowl Stadium project. Signage components include the following:
n Stadium/Building Identification (multiple locations)
n Services (restrooms, ticketing, concessions, etc.)
n ADA Identification
n Sponsorship Recognition
n Donor Plaques
n Memorial Plaques
n Compliance Signage
The contractor's scope of work will include working with the architects and Washburn representatives to design a signage nomenclature that will be both attractive and representative of the University in this athletic arena. This is a comprehensive signage package including design, execution and implementation. It is the intent of this contract that all signage will be implemented prior to the first home football game in September, 2003.
Proposals were requested from four "design/build" signage companies, two of which were responsive and submitted the required information. Presentations were made to the building committee by Star Signs & Graphics and Luminous Neon, Inc. that included conceptual designs and cost estimates. By consensus, the committee selected the design package submitted by Luminous Neon. Both firms presented cost estimates for the conceptual designs within the allocated budget.
FINANCIAL IMPLICATIONS: An allowance has been set in the project budget to accommodate the signage program in the amount of $80,000. Since specific parameters for the signage package are yet substantially undefined, the contract recommendation is for a "not to exceed" amount of $80,000.
RECOMMENDATION: President Farley recommends the Board of Regents approve the award of the Signage Design/Build package to Luminous Neon, Inc. for a "not to exceed" amount of $80,000.
