SUBJECT: Mabee Library Periodical Subscription Services
DESCRIPTION: Mabee Library is requesting permission to change providers for periodical subscription services from SWETS Blackwell to EBSCO Subscription Services.
Rationale for change in periodical subscription services:
Through EBSCO the Library will able to consolidate periodical subscriptions.
EBSCO can supply more periodical subscriptions than SWETS Blackwell.
In addition to the list price of the periodical titles, periodical vendors charge a service charge. Although EBSCO will charge a 4.9% service charge and SWETS Blackwell has been charging the Library 4.5% for periodical subscriptions, EBSCO will provide additional value-added services.
EBSCO handles more electronic journal titles than SWETS Blackwell. SWETS Blackwell charges a fee for handling electronic journals, EBSCO does not.
EBSCO provides electronic invoicing that interfaces with the Library's current integrated library system (ILS) from Innovative Interfaces, Inc. This reduces labor costs and paper work.
EBSCO is used by all Kansas Regents University Libraries and WU's Law Library.
Rationale for prepayment:
Periodical subscription services require prepayments.
Previously the Library made prepayments in installments throughout the fiscal year.
Using the above method additional charges were incurred - each installment required some sort of service charge.
By making one prepayment for periodical subscription services the Library will realize savings on service charges.
In addition by paying the invoice toward the beginning of the fiscal year the Library will get the lowest possible service charge.
The current cost of Mabee Library's annual periodical subscriptions to be provided by EBSCO, including services charges, will be $226,727.05 for FY 2003-2004. This figure does not include possible increases in publishers pricing.
FINANCIAL IMPLICATIONS: Funding is available from Mabee Library general funds for periodical collections.
RECOMMENDATION: President Farley recommends approval to award a contract to EBSCO Subscription Services.
