SUBJECT: Asbestos Abatement Throughout Building for Stoffer Hall

Renovation/Addition Project

DESCRIPTION:

In March 1998, an inspection of University buildings including Stoffer Science Hall was undertaken to determine what materials throughout the buildings contained asbestos and to document their condition. A large number of materials in Stoffer Science Hall were found to be ACM (asbestos-containing materials) including large quantities of thermal insulation (pipe insulation and fittings, tank insulation, boiler insulation, duct insulation, etc.), some acoustical ceiling plaster and floor tile. Some of the ACM that was in the most hazardous condition has been removed prior to this project, however the demolition of ceilings, walls, pipe chases, floors, etc. being conducted during this renovation project require a large portion of the remaining ACM be removed prior to or sequentially with existing construction activities.

In preparation for the existing construction project, an evaluation of potentially impacted materials was conducted and an estimate for abatement of those materials was presented as a part of the project budget process. That process assumed all asbestos-containing materials within the construction area would be abated or removed. It is not expected the General Contractor will have trained personnel to perform abatement nor is it within the scope of their demolition. It is hence the responsibility of the Owner to hire a separate contractor who has specific training and certification in this type of demolition.

Quotations were solicited from two contractors from the area - one from Manhattan and the other from the Kansas City area. The University requested unit pricing be submitted by the contractors since the total abatement process will consist of multiple individual projects that will be performed as access to areas becomes available.

In all categories, ASSOCIATED INSULATION, INC. was the lower bid.

FINANCIAL IMPLICATIONS

Funding for asbestos abatement was estimated to be approximately $250,000 if all of the known materials in the construction area were to be abated. This amount was included in the overall project budget which was presented to the Board of Regents and approved at the July 24, 2006 meeting. Based on amounts spent on abatement prior to this contract, $200,000 for this contract is considered adequate.

The total amount for this contract is an estimate and is considered to be a "Not To Exceed" amount. The final amount could be less, depending on how projects are scheduled and the flexibility in which they are conducted.

RECOMMENDATION:

President Farley recommends the Board of Regents approve awarding a contract to Associated Insulation, Inc., in an amount not-to-exceed $200,000 for asbestos abatement in Stoffer Science Hall.
