SUBJECT: Award of the Telecommunications Cabling Contract for Transitional Housing Project
BACKGROUND AND DESCRIPTION:
Construction of the Transitional Housing complex was approved by the Board of Regents and began construction in June, 2003. In conjunction with the general construction, the University has hired a consultant to design a project for the provision and implementation of a data and telecommunications network throughout the complex that will ultimately connect to the University system. This contract will provide the backbone and horizontal cabling comprised of copper, fiber and support systems for the telephone, networking capability and cable television for each of the apartment units and the Commons building.
The project was designed by Latimer Sommers and Associates in collaboration with Washburn University Facility Services and ITS Departments. Bid results for the project are as follows:

Although PNC, Inc. was the apparent low bidder with a total bid of $120,000, there were qualifications to their bid. Upon review, it became clear not all items specified to be provided by the contractor were included in their bid and there would be considerable additional costs for those items to the University.
Review of the second low bid, Computer Cable Connection for a total of $138,850, indicated a complete bid.
The total amount budgeted for all data and telecommunications on the project is $280,000 which will also include electronics and connections to University systems for each unit. The bid of $138,850 is considered a very competitive bid for the services to be provided as evaluated by our consultant and is well below the average bid of $167,088.
President Farley recommends approval to award a contract to Computer Cable Connection in the amount of $138,850 for data and telecommunications cabling for Transitional Housing project.
