SUBJECT: "New Artificial Field Surface & Synthetic Track--Moore Bowl"



BACKGROUND:



The Moore Bowl Renovation Committee was formed in February 2000 and recommended the 1929 facility be upgraded in two phases. Bianchino Pavillion was constructed as a part of phase one and was opened in the fall of 2003. Phase two, which included upgrades to the track and

artificial turf on the field, would need to be delayed until resources were available.



With the success of the football team year, there has been renewed interest to replace the grass field in the football stadium with an artificial field turf. Enthusiasm among potential project donors is robust and has matched team success. Phase two has reached the appropriate time in the renovation process.



Advantages to having a synthetic turf field are reduced watering, elimination of seeding, mowing and weekly game striping of the field and, more importantly, it expands the programming possibilities of the field as well as the entire facility. In addition to football (practice and games) soccer (practice & games), baseball and softball practices, intramurals, band camps and student activities can occur. Unlike grass which wears out quickly in heavy use, an artificial turf is not limited by needing to allow the field to recover between intense uses. The current grass field is restricted to exclude virtually all of the above mentioned activities except for intercollegiate football games.



The addition of artificial turf on the football field and the renovations of the track create a multi-use, multi-functional area that can serve a wide range of users at closer interval periods.



DESCRIPTION:



Summary of work:

Washburn University requested proposals to provide all labor & material, for the design and construction and installation of a synthetic football/soccer field, asphalt track with rubberized running surface; and other specialized site drainage requirements as specified by the Universities

Facilities Services Department at Yager Stadium on Washburn University campus, Topeka, Kansas.



Project Description:

1. Construction and installation of all work will be by single contract.



2. Coordination of all work shall be with WU Facilities Services Representative in conjunction with all scheduled and unscheduled University activities and events.



3. Proposed time line for construction (pending Board of Regents approval), January 2006 (weather permitting) and completion by June 30, 2006.

The Request for Proposal required bidders to submit a schematic diagram detailing the drainage pipe system and sub-base for the synthetic turf field proposed. The proposals submitted by Midwest FieldTurf were non-responsive by submitting an inadequate schematic diagram. The

schematic diagram did not provide adequate detail to determine whether the drainage pipe system and sub-base would be acceptable for the synthetic field turf proposed. Likewise the track surface material was not as specified. Sportex Omni 46 is judged to be the superior product and represents the best value.

RECOMMENDATION:



President Farley recommends the Board of Regents approve the award of a contract to NEMAHA LANDSCAPE CONSTRUCTION, Lincoln, NE. for the installation of specified drainage system, the replacement of the grass field with SPORTEX OMNI 46 synthetic turf over an approved base, and install new asphalt base with MCP 1422 surface with Polyurethane Binder synthetic track system in Moore Bowl,
