SUBJECT: Television Broadcast Tower for KTWU

KTWU is requesting approval for demolition and replacement of the existing television broadcast tower located at 301 S.W. Wanamaker Road. The television broadcast tower was built in 1954 for WIBW-TV. Because of its age and structural design, the broadcast tower requires replacement. Three structural analyses (conducted in 1990, 1996 and 1999) have shown that the broadcast tower in its present condition is over-stressed based upon current standards. In addition, the broadcast tower will need to accommodate a new digital television antenna and transmission line. The additional equipment load will exceed the capacity of the existing broadcast tower.

Requests for Proposals were sent to ten vendors. The following proposals were received:

Vendor Total Amount

Radian Communication Services $ 899,480.00

Kline Towers $1,027,712.00

Central Tower $1,049,300.00

SpectraSite Broadcast Group $1,254,367.00

World Tower $1,499,080.00

Funding for the television broadcast tower will be from the following:

Federal Equipment Grant PTFP allocated in 2001;

State of Kansas bonds to be made available in July 2002;

Local fundraising.

President Farley recommends approval to award a contract to Radian Communication Services for $899,480.00.
