BOARD OF REGENTS
MINUTES
February 16, 1998

Chairperson Parks called the meeting of the Board of Regents to order at
3:05 p.m. in Room 204 of Morgan Hall.
Present were: Mr. Craig, Mr. Dick (via conference telephone), Mr. Engel, Mr.
Ferrell, Mrs. Parks, Mrs. Porter, Mr. Roth (via conference phone), and Mr.
ybarra.
Chairperson Parks turned the floor over to President Farley who briefed the
Board on the proposal by the House Select Committee on Higher Education
to reorganize post-secondary education in the state of Kansas. In response
to questions from members of the Board concerning the House Select
Committee's proposal, President Farley indicated that the House
Committee's report did not address the question of whether the present
Kansas Board of Regents staff would fulfill the staffing role required by the
proposed new Council on Higher Education, noting, however, that some
published reports have indicated there would be a "clean slate;" the local mill
levy would be continued following the model employed by the state of
Kansas many years ago when Wichita State University became a state
educational institution; there are questions involving the loss of local
governance, levels of tuition, phase-down of the operating mill levy and how
the University would compete for "enhancement of funding;" and, the only
other state of which he is aware that has a model similar to this is
Massachusetts, which is unusual in that governance and coordination are in
the same body.
