SUBJECT: Phase II Student Housing





BACKGROUND:





Representatives of the Phase II Housing Planning Committee and Treanor Architects met with the Regents Housing Committee on January 5, 2001 and presented the findings of the committee to date along with concepts for additional housing. At the conclusion of the meeting, the Board Housing Committee recommended the following actions to the Board of Regents for approval at the January 2001 meeting:





Approve the program statement for Phase II Housing



Authorize architect selection process to begin



Approve project financing plan





Subsequent to the January 5 meeting, the Administration decided to modify its recommendation to seek authorization to negotiate a contract with Treanor Architects for architectural services related to the Phase II Housing project to ensure project completion date of June 2002 for a Fall 2002 opening. The Board of Regents approved negotiating a contract with Treanor Architects in phases with progression from one phase to another to be approved by the Board of Regents.





The projected total project budget is $6,730,020 as follows:





Total Construction Cost (62,590 sq.ft.) $5,098,500



Site Work 509,850



Soft Costs 1,121,670



Total Project Cost $6,730,020





The funding source will be a bond issue.





DESCRIPTION:





Treanor Architects immediately began working on this project. The architectural contract specifies there will be five (5) phases of the project, and the University may suspend the project at the completion of any one of the first four (4) phases. The five (5) phases are: concept, preliminary plans, working drawings, contract award, and construction. Fees shall be based on cost estimates submitted by Treanor Architects for each phase which the University agrees to be a reasonable estimate of cost. Fees are to be paid to Treanor when each phase is complete and accepted in writing by the University.





Treanor Architects has completed the first phase of the contract. Approval is needed from the Board of Regents to progress to phase two, preliminary plans. Completion of phase two will yield preliminary plans and a perspective rendering.





FINANCIAL IMPLICATIONS:





Cost for the first phase due Treanor Architects shall be 1.00% of the reasonable estimate of building cost of the project as established by agreement of the University and Treanor, less the housing study credit of $15,000, for a total amount due of $41,084.





RECOMMENDATION:





President Farley recommends the Board of Regents approve payment of $41,084 to Treanor Architects for the first phase and authorize phase two, the preliminary plans phase.
