SUBJECT: Voluntary Phased Retirement



DESCRIPTION:



At its November 8, 2000 meeting, the Board of Regents approved the renewal of the voluntary phased retirement plan originally approved on February 18, 1998. Under this plan, employees meeting applicable criteria could apply for, and receive if deemed in the "best interests of the University," voluntary phased retirement from the University. Under the program approved, the successful applicant would receive a reduced work load for the term of the agreement, but continue receiving employee benefits as through she or he were a full-time employee of the University. The program at Washburn University is similar to that of the Kansas Board of Regents state educational system.



Dr. Janice Dunwell, an Associate Professor in the School of Nursing, has requested a phased retirement program for academic years 2001-02 and 2002-03, effective August 1, 2001. Dr. Dunwell will teach half-time for both academic years and retire fully in June 2003. Dr. Dunwell's half-time assignment will provide the School of Nursing with an important transition period to mentor a new faculty member to assume her teaching responsibilities in Public Health Nursing.



Dr. Susan Hsia, an Associate Professor in the School of Nursing, has requested a phased retirement program for academic years 2001-02 and 2002-03, effective August 1, 2001. Dr. Hsia will teach half-time for for the 2001-02 academic year, and one-quarter time for the 2002-03 academic year. She will retire fully in June 2003. Dr. Hsia's reduced assignment will provide the School of Nursing with an important transition period to mentor a new faculty member to assume her teaching responsibilities in Medical-Surgical Nursing, Pathophysiology, and Pharmacology.





FINANCIAL IMPLICATIONS:



Dr. Dunwell's half-time assignment will return $25,680 to the School of Nursing for the 2001-2002 academic year to partially fund a new full-time faculty position.



Dr. Hsia's half-time assignment will return $22,513 to the School of Nursing for the 2001-2002 academic year - $12,360 will be used to partially fund a new full-time faculty position, and the remaining $10,152 will be used to fund an increased need in adjunct salaries for the new Distance Learning initiative.



RECOMMENDATION:



President Farley recommends that the Board of Regents approve these voluntary phased retirement requests.
