BACKGROUND:
An "all-campus card" incorporates the use of a single identification card that can provide pre-approved access to a variety of on-campus services and applications (verification, financial, security). One card is distributed to students, faculty and staff. The "all-campus card" is a multi-application card access system (host, hardware, software) that provided cardholders with pre-approved access to on-campus services 24-hours a day, 7-days a week utilizing non-proprietary magnetic stripe technology.
A consultant, Robert Huber, of Robert Huber Associates was hired to assist the University with the development of needs requirements and an RFP for a one-card system. In addition, Mr. Huber was to assist with the development of time-lines and a budget for the proposed system, as well as participate in the evaluation of vendors and the selection of a final vendor to provide the one-card system.
DESCRIPTION:
Request for Proposals were sent to five vendors. Four vendors (CBORD, Diebold, General Meters and Blackboard) responded with proposals. The evaluation process included telephone interviews of vendor's customers, on-site presentations by two vendors, and site visits to other campuses of the proposed card systems in operation. Following an extensive evaluation, the recommendation is to award a contract to The CBORD Group. Inc., for the "ODYSSEY PCS" System in the amount of $369,937. This amount includes hardware, software, training, installation, and implementation with the initial year licenses, maintenance and configuration fees.
FINANCIAL IMPLICATIONS:
Initial funding will be from account number 12-10102. This account will be reimbursed in FY02 from auxiliary reserves.
RECOMMENDATION:
President Farley recommends the Board of Regents approve a contract award to The CBORD Group, Inc. in the amount of $369,937.
