SUBJECT: Phase II Student Housing
Representatives of the Phase II Housing Planning Committee and Treanor Architects met with the Regents Housing Committee on January 5, 2001 and presented the findings of the committee to date along with concepts for additional housing. At the conclusion of the committee meeting, it was recommended the Board of Regents:
Subsequent to the January 5 meeting, the Administration decided after numerous discussions to modify its recommendation to seek authorization to negotiate a contract with Treanor Architects for architectural services related to the Phase II Housing project to ensure project completion date of June 2002 for a Fall 2002 opening. The Board of Regents approved negotiating a contract with Treanor Architects in phases with progression from one phase to another to be approved by the Board of Regents.
The funding source for construction of the buildings will be from a bond issued for construction. Funding for architectural services will be from reserves. Costs for architectural services can be recouped from bond proceeds in the event construction proceeds this Fall.
The contract with Treanor Architects specifies there will be five (5) phases of the project, and the University may abandon the project at the completion of any one of the first four (4) phases. The five (5) phases are: concept, preliminary plans, working drawings, contract award, and construction. Fees shall be based on cost estimates submitted by Treanor Architects for each phase which the University agrees to be a reasonable estimate of cost. Fees are to be paid to Treanor when each phase is complete and accepted in writing by the University.
Treanor Architects has completed the first two phases of the contract. Approval is needed from the Board of Regents to progress to phase three, working drawings. Completion of phase three will yield specifications and detail drawings for architectural, structural, mechanical, electrical and other engineering services required to provide complete construction documents for the project.
If the project is abandoned by the University at this stage of development, the total amount due Treanor Architects shall be 2.00% of the reasonable estimate of building cost of the project as established by agreement of the University and Treanor, less the housing study credit of $15,000. The 2.00% due is cumulative representing 1.00% for phase one and 1.00% for phase two. The amount due Treanor for the completion of phase two based on the latest construction cost estimate is $108,581 less the amount previously paid of $56,084, for a total amount due of $52,497 from Regents contingency account.
If the Board approves completion of phase three of the project and the project is abandoned by the University after the completion of phase three, Treanor will be entitled to a cumulative payment of 4.30% of the agreed upon reasonable estimated construction cost for the project less any credits and payments previously paid to Treanor.
President Farley recommends the Board of Regents approve progressing to phase three, the working drawings phase.
