SUBJECT: Neighborhood Revitalization Plan Interlocal Agreement
DESCRIPTION: Washburn University has participated in the Neighborhood Revitalization Plan since its inception. The plan encourages the enhancement of property within specified districts in the city through a rebate of property taxes, for a limited time period, attributable to increased property valuations due to the improvements made to the parcels within the district. The city of Topeka recently adopted amendments to the Neighborhood Revitalization Plan which:
1. adds property on the NW corner of 17th Street and Washburn Avenue to multi-family residential district # 2;
2. removes the former Topeka State Hospital grounds from coverage as multi-family residential district #4, substituting a city block in north Topeka bounded on the north and south by St John St. and Grant Avenue and on the east and west, respectively, by NE Jackson and NE Central (which was where the former Curtis Junior High School was located); and,
3. adds the Watertower Redevelopment District to Special District #1
FINANCIAL IMPLICATIONS: n/a
RECOMMENDATION: President Farley recommends the Board approve the Unviersity's continued participation in the Neighborhood Revitalization Plan and the Interlocal Agreement.
