SUBJECT: Kansas Board of Regents Performance Indicators
1999 SB 345 (the Higher Education Reorganization Act) requires the Kansas Board of Regents to approve performance indicators for each institution or sector of Kansas public post-secondary education. These indicators may vary among the institutions and among institutional sectors and provide the basis for the allocation of up to two percent of the prior year's operating grant as a "quality performance grant."
While these performance indicators may share some characteristics with indicators reviewed by the Washburn University Board of Regents for the successful operation of the institution, they may differ in a number of characteristics. The Washburn University Board, with its governance responsibilities over the institution, requires a more complete set of indicators and analyses to ensure the institution is operating effectively and efficiently. The performance indicators being developed for review by the Kansas Board of Regents provide a broader perspective on the extent to which the institution is fulfilling its mission and role within the state system of higher education. The indicators being proposed for Kansas Board of Regents' review should be considered as only a subset of a more complete set of indicators which the Washburn Board will use in the assessment of institutional strengths, weaknesses and overall success.
These indicators are to be submitted for review by the Kansas Board of Regents' Commission for Higher Education Coordination on October 18, 2000. To be placed on the agenda, they have to be received by the Kansas Board of Regents office on September 26. They will be reviewed with the Washburn University Board of Regents Budget Committee on September 6 and, based upon those discussions, will be presented to the full Board on September 15.
