WASHBURN UNIVERSITY OF TOPEKA BOARD OF REGENTS MINUTES November 29, 1994 __________________________________________________________________________________________ I. Chairperson Ferrell called the meeting of the Board of Regents to order at 12:11 p.m. in the Vogel Room of the Memorial Union. Present were: Mr. Ferrell, Mrs. Hines, Mr. Kimbrough, Mr. Maag and Mrs. Parks. III. Approval of Minutes It was moved and seconded to approve the Minutes of the November 16, 1994 meeting as circulated. Motion passed unanimously. IV. A. Holidays It was moved and seconded to amend the University's existing policy on holidays to grant University employees two holidays, Christmas Eve day and Christmas day regardless of whether Christmas day falls on a Saturday or Sunday. Motion passed. B. Miscellaneous President Thompson indicated that he had heard from the respective presidents of the Washburn Endowment Association and the Washburn Alumni Association who question the University's policy with respect to unrelated business income and the ban on advertising. Vice President Mosiman gave an overview of the IRS enforcement of the Unrelated Business Income Tax, noting that in recent years the Internal Revenue Service has more strictly enforced the language of the Tax Code in this regard. There ensued some discussion about the implications of unrelated business income and the resultant changes in the University's operations. President Thompson indicated that in light of the discussion the administration will revisit the current policy statement of the University concerning unrelated business income. V. Executive Session It was moved and seconded to recess to Executive Session for a period of time not to exceed 30 minutes for the discussion of a legal matter and to reconvene in the Vogel Room immediately thereafter.
