SUBJECT: Proposed Room, Board, and Family Housing Rates for FY1999-00
DESCRIPTION: At the April 1998 meeting of the Board of Regents, room and board rates and family housing rates were increased approximately 1.6% to their FY99 amounts as indicated below. As a part of the development of the FY00 operating budget, the management of these units have reviewed projected FY99 operations, the financial impact of the University's salary increase for FY00, the rate of inflation for calendar 1998 and rates at several other universities. Based upon this review, it is proposed that room and family housing rates be increased approximately 1.6%, the rate of inflation for calendar 1998 per the Consumer Price Index. It is proposed that board rates be increased approximately 2.2% (the rate of inflation for food and beverages for calendar 1998). The proposed FY00 rates have been rounded to the nearest $5 increment, therefore, the actual percentage increases may not equal 1.6% or 2.2%.

*In addition to basic $1,665 contract, alternative contracts in the amount of $1,870 and $2,080 are offered.
Attached is a comparison of these proposed rates with the current FY99 rates being charged at the State Regents' institutions. As illustrated, the proposed FY00 rates compare very favorably with these other universities even before their FY00 rates are established.

FINANCIAL IMPLICATIONS: Annual room and board cost to students would increase from $60 to $70 depending on dormitory and room type (approximately $6.66 to $7.78 per month).
Family housing cost would increase $5 per month.
RECOMMENDATION: President Farley recommends Board of Regents approval of the FY00 rates as proposed above.
