SUBJECT: Living Learning Center Project Schematic Design Phase Approval


Since Mid Fall 1998, Michael Treanor and Associates (MTA) architects and their consulting architects, Little and Associates have worked with the building committee for the Living Learning Center. Through research, consultations and a series of planning workshops with a wide spectrum of the Washburn family, we have developed a concept design that will be presented to the Washburn University Board of Regents by the architectural team. This presentation will focus on a review of the program, the design characteristics, location, space inventory, space relationships to each other and the environment, traffic and circulation, parking, aesthetic qualities and cost issues.

The financing plan for the project will be presented and reviewed. Included in that review will be the work of MTA's cost estimating specialists and a review by the Vice President for Administration as to the plan for the financing the project. The contract with the MTA was approved on November 11, 1998 and included funding for the architects as the board approves continuation of the design process at the end of predetermined phases. This is the culmination of Concept Design phase.

FINANCIAL IMPLICATIONS: Reference Financing Plan

RECOMMENDATION: President Farley recommends that the Board of Regents approve the Concept Design as presented. As part of this approval the Board of Regents will be authorizing MTA to proceed with design development leading to the presentation of the more detailed preliminary design at the May board meeting. Approval of the Concept Design also authorizes implementation of the financing plan including energetic fundraising activities and the issuance of bonds when appropriate.
