SUBJECT: Tuition Waiver for Children of Faculty and Staff





DESCRIPTION: Many universities (nearly one-half of public comprehensive universities and virtually all private comprehensive universities) provide tuition assistance to the dependent children of faculty and staff. This policy has been suggested and discussed at Washburn many times over the past twenty years. It is recommended now for two reasons.



1.) The partial waiver of tuition for dependent children of faculty and staff will increase enrollment.

2.) The availability of a partial waiver of tuition for dependent children will assist in recruiting and retaining qualified faculty and staff.





Policy - 50% Waiver of Tuition for Dependent Children of Full-Time Faculty and Staff



Dependent children (as defined in the Internal Revenue Code at 26 USC 152(a) (1)&(2)) of a full-time faculty or staff member of Washburn University or the Washburn Endowment Association shall receive a waiver of 50% of the tuition and fees applicable to their Washburn enrollment.



Dependent children of a full-time faculty or staff member who has: (a) retired from Washburn University or WEA; (b) become disabled while such an employee; (c) or died while in such employment shall receive a waiver of 50% of the tuition and fees applicable to their Washburn enrollment.



The waiver is applicable to Washburn undergraduate courses only.





25% Waiver of Tuition for Dependent Children of Faculty and Staff Employed at least Half-Time but Less than Full-Time



Dependent children (as defined at 26 USC 152 (a)(1) & (2)) of a faculty or staff member of Washburn University or WEA who is employed at least half-time but less than full-time shall receive a waiver of 25% of the tuition and fees applicable to their Washburn enrollment.



Dependent children of a faculty or staff member who was employed at least half-time but less than full-time by Washburn University or WEA, and who has: (a) retired from such employment; (b) become disabled while such an employee: or, (c) died while in such employmenty shall receive a waiver of 25% of the tuition and fees applicable to their Washburn enrollment. The waiver is applicable to Washburn undergraduate courses only.



Eligibility -

1.) Complete Washburn University Admission Process

2.) Maintain a cumulative grade point average of 2.00

3.) Document dependent relationship to faculty/staff member





Financial Aid -

The waiver will be reflected in the cost of attendance used for calculation of need for Federal Financial Aid eligibility.





















FINANCIAL IMPLICATIONS: Records indicate that 23 children of faculty and staff members were enrolled at Washburn during Spring Semester 1999. Washburn would need to attract an additional 23 children to maintain current revenue. Revenue would increase at enrollment levels greater than 46.



The University will monitor the success of this program in attracting additional students over the next three years.





RECOMMENDATION: President Farley recommends Board of Regents approval of the tuition waiver for children of faculty and staff of Washburn University.
