WASHBURN UNIVERSITY OF TOPEKA
                              BOARD OF REGENTS
                                   MINUTES
                              December 16, 1993

Chairperson Ferrell called the meeting of the Board of Regents to order at 3:36 p.m. in the Lincoln
Room of the Memorial Union.  Present in the room were Mr. Ferrell, Mr. Felker, Mrs. Hines and
Mr. Hodges.  Present through telephone conference call were:  Mr. Roth, Mr. Heitz, Mr.
Kimbrough, Mr. Montgomery and Mrs. Parks.

It was moved and seconded to waive the notice requirement for special meetings of the Board
of Regents found in Article I Section 3 of the University's Bylaws for this meeting, December 16,
1993.  Motion passed unanimously.

Chairperson Ferrell provided members of the Board with an overview of Governor Finney's press
conference announcement this date that her budget message to the 1994 Kansas Legislature
would include a proposal for affiliation of Washburn University within the Kansas Board of
Regents system linked with the adoption of the Partnership for Excellence plan proposed by the
Kansas Board of Regents.  Mrs. Hines moved and Mrs. Parks seconded that the Washburn
University Board of Regents endorse the proposal announced by Governor Finney today
(December 16, 1993) providing for the affiliation of Washburn with the Kansas Regents
institutions and the budget recommendations providing more secure funding for the state's public
universities, including Washburn; and, that our Board of Regents commend Governor Finney for
her leadership in addressing the needs of the state of Kansas in the coordination and funding of
all public higher education.  Motion passed unanimously.

Without further business coming before the Board of Regents at its special meeting, it adjourned
at 3:52 p.m.
