Program Manager, TRAC-7 Washburn Tech

Washburn University Human Resources seeks candidates for a Program Manager, TRAC-7 position at Washburn Institute of Technology (Washburn Tech).  This is a grant funded position.  The incumbent reports to the Associate Dean for Instruction.  The TRAC-7 Grant was awarded by the Department of Labor to Washburn University/Washburn Tech and the following colleges will be sub awardees: Cloud County Community College, Dodge City Community College, Flint Hills Technical College, Garden City Community College, Highland Community College and Salina Area Technical College.  The grant runs from 10/1/2011 to 9/30/14.

 

RESPONSIBILITIES

Program Development:

Work with grant coordinators from TRAC-7 partner colleges and other stakeholders to provide direction and input in the development of implementation strategies, processes and programs, and ensure compliance with U.S. Department of Labor (USDOL) guidelines and requirements under the approved grant. 

Review plans, attend meetings at each of the partner colleges and provide guidance and direction as needed to ensure the development of strategies to leverage resources from private, non-profit and government sources that will support established goals and objectives in the TRAC-7 Implementation Plan.

Program Implementation:

Monitor activities, review and assess reports, conduct site visits, etc., to review and assess programs as they develop.  Work with individual partner colleges as needed to provide on-going individualized support and assistance for program development and implementation.

Schedule and plan meetings for partners and stakeholders, setting agendas, reserving meeting space, notifying/inviting participants, etc., to provide opportunities for networking, discussion and planning among grant stakeholders and provide ongoing support and direction in support of program success.

Establish and nurture working relationships with site coordinators that will serve as channels for communication and support and promote program planning and success.

Serve as liaison among TRAC-7 consortium members, the Grant Steering Committee, the Kansas Department of Commerce, KANSASWORKS!, industry partners, local communities and other internal and external

partners to facilitate establishment of support networks, resolution of problems, and strengthening programs under the grant.

Reporting:

Collect and assess data from the partner colleges to determine progress in program implementation and identify areas with opportunity for further development.  Provide feedback and reports to all stakeholders in appropriate form/format to keep all apprised of grant activity and allow partner colleges to gain from others’ experiences.

Communicate project updates and information with grant coordinators, the Steering Committee and other internal and external stakeholders through written reports, prepared presentations, networking and other available means to keep all apprised of project status and activities.

Miscellaneous:

Work with project consultants to provide support as needed and/or requested to ensure and facilitate personal and program success. 

Supervise staff hired to develop, promote, administer and support TRAC-7 programs, selecting and recommending hire to fill vacant positions, evaluating performance, offering feedback to award or strengthen performance, and approving time and leave requests/reports.

Perform other duties as identified or assigned to ensure the success of TRAC-7 programs.

 

QUALIFICATIONS

REQUIRED:   Master's degree with a minimum of 3 years of leadership or management experience.  Excellent organizational, personnel & budget management, communication & leadership skills.  Ability to travel regularly throughout the State of Kansas.  Valid Kansas Driver's License with driving record that meets University standards.

PREFERRED:  Experience managing large federal grants, working in technical education and/or academic systems, and addressing technical training needs of students participating in grant activities.
