Academic History

Dr. Balsters has a bachelor's degree from University of Oklahoma and a master's degree in secondary education from Texas Southern University. He completed a doctorate degree in education from the University of Kansas.

Scholarly Interests/Activities

Rob has given numerous conference presentations on both the state and national levels. He also has served as adjunct professor of school finance at Washburn University, and chair of the Association of School Business Officials International (ASBO) School Finance Research Committee. In addition, Rob spent 10 years as a budget reviewer for the ASBO Meritorious Budget Award program.

Dr. Balsters has held several leadership roles including: president of the United School Administrators of Kansas, president of the Kansas Association of School Business Officials and member of the ASBO Board of Directors. He has received service awards from both United School Administrators and the Kansas ASBO.

Service Interests/Activities

Dr. Balsters is extremely involved in the local community and is currently on the Metro Topeka and Kuehne-Thomas YMCA boards of directors. He has served as chair of the education and training sub-committee of GO Topeka and is currently on the board of directors at Azura Credit Union. In addition, he is a founding member and treasurer of the Seaman Education Advantage Foundation.

Career Accomplishments

Dr. Balsters spent nearly 40 years in the Seaman Unified School District and served in several capacities. Most recently, he served as deputy superintendent, business services and federal programs, from June 2002 until he retired from the district in August 2014. Rob began his teaching career as a Teacher Corps volunteer in Houston, Tx., followed by three years of service in the Peace Corps in Republic of Sierra Leone, West Africa.
